PayPal Account Limited After ID Upload: 71 Reviews (2026)

PayPal holds 4.24 stars from 3,716,994 Google Play ratings, and 476,685 of them are one star. We read 687 substantial negative reviews and hand-verified the 71 describing a limited account: 23 had just submitted identity documents, 37 call the limitation permanent, and 18 say money was still inside.

If your PayPal account was limited right after you uploaded a photo of your ID, the reviews say you are not an unlucky edge case. Identity verification is the single most common thing reviewers were doing in the moments before their account stopped working.

PayPal holds 4.24 stars from 3,716,994 Google Play ratings. 476,685 of those, or 12.8 percent, are one star. The iOS app is rated 4.78 from 6,298,389 ratings, a gap of more than half a star between the two stores for the same service. This article is about what the Android reviews describe.

The Corpus, and How the 71 Were Picked

We pulled the 3,000 most recent US English Google Play reviews. 1,377 were one to three stars, and 687 of those were at least 120 characters long, which is our bar for a review that says something specific. Those 687 span 18 July to 21 August 2026, about five weeks.

A keyword net for limitation language (limited, restricted, frozen, suspended, banned, deactivated, closed my account, locked out) returned 89 candidates. We read all 89 and dropped 18 of them:

  • six were general commentary about restrictions happening to other people rather than to the reviewer
  • five were login lockouts caused by a lost phone, a dead phone number, or a broken password reset, which is a different failure
  • three were about a single declined payment or a held transfer rather than an account restriction
  • two were people trying to close their own account and unable to
  • one was about a friend's account, and one was a support complaint with no restriction in it

That leaves 71 reviews, 10.3 percent of the substantial negatives, where the reviewer says PayPal restricted, limited, deactivated, banned, or closed their account. The split is 43 in August and 28 in July, so the rate is steady across the window rather than a spike.

The Sequence Almost Everyone Describes

Read the 71 in order and the same three beats keep appearing: sign up or come back to a dormant account, get asked to prove who you are, submit the documents, and then find the account locked. The lock is not presented as the next step in verification. It arrives instead of one.

Horrible, I tried to verify my account with my ID, yet my PayPal was immediately put on permanent limited access. Be aware of stuff like this.

23 of the 71 Mention Submitting Identity Documents

That is 32.4 percent of the cluster. We read all 23. In 22 of them the limitation lands after or during the document submission. The twenty third is different in a way worth naming: that reviewer was blocked at signup because the form required a last name they do not have on any of their documents.

Permanently limited my account after I submitted all the required documents. did not even explain why my account was limited or provide steps on how I could properly fix the issue and have the limitation removed.

Very Bad Experience , I just recently opened my account in PayPal to receive some payments . After uploading my identity documents they banned my account permanently and there nothing i can do about it. No customer care no nothing. very disappointed

One reviewer describes paying twice on the way to being banned, which is the only place in the set where the verification step itself carries a fee:

Very disappointing app. I linked my credit card and debit card they charged me 1 USD for every linked of cards. When they asked for another identification Info by submitting a copy of photo ID and debit card in order to resolve, they charged me again with another 1.95 USD. When I almost completed the asking Identification Info, they told me that they permanently deactivated my account, for what reason? I complied and got charged but in the end they permanently limited my account. What a SCAM!

Two Reviewers Timed It

The gap between submitting documents and losing the account is usually described in vague terms. Two Japanese reviewers put a number on it. The first says the permanent suspension arrived ten seconds after the upload:

The second describes finishing signup, submitting the identity documents, and being permanently suspended immediately afterwards, with no way left to even close the account:

We cannot verify the stopwatch. What we can say is that neither reviewer describes a review period, a follow up request, or a rejection notice. Both describe an outcome.

37 of the 71 Use the Word Permanent

More than half the cluster, 52.1 percent, describes the limitation as permanent, for life, forever, or not appealable. That matters more than it looks. A temporary hold is an inconvenience. A permanent limitation on a payment account is closer to being removed from a payment network, and several reviewers point out that the block follows the email address and phone number, not just the account.

Would rate it 0 if I could I made my account 3 years ago just incase I needed to send money to someone or they needed to send it to be but I never ended up in such a situation so I forgot about the app until to day when I got on it because one my friends was gunna send me money but when I verified my ID its said it would to 1 to 3 business days to verify and remove the restrictions on my account but then they permanently restricted my account and you can't even appeal the ban!!!

Made a PayPal account years ago and ended up never using it. Go to log on today and my account has been permanently deactivated/restricted and there is no way for me to appeal or make another account since it is tied to my phone number.

18 Say the Money Was Already Inside

Our keyword net found 15 reviews describing funds stuck in a limited account. Reading the set added three more that our net missed because they wrote "the money inside it" rather than "my money", so the real number is 18 of 71.

This app banking establishment has frozen my account. And won't tell me why, or what caused it decided to keep my funds hostage. and they can hold up my money for 120 days before they release my money. and will release my funds after any financial obligations.

Absolutely terrible app. I've had an account for a few years which I've hardly ever used. Needed to link it to DePop in order to receive payment from sales, but they permanently limited my account due to suspicious activities even though I've never used PayPal to purchase anything?? Submitted a query with their terrible chat bot, eventually got a human, who also didn't have a clue what they were doing. TERRIBLE customer service! And now they want to withhold my funds for 6 months? Avoid!!!

This is a criminal app. don't download or try registering because you will end up losing your money. I gave my friend to send me money and he forgot to choose family and friends and that made PayPal put a limitation on my account after I submitted all the documents they asked me to so they could review my account, which I did honestly and they still permanently banned my account with the money inside it.

The pattern inside this subgroup is that the money arrived first and the limitation followed. A payment from a friend, a Depop sale, a commission, a donation. In several reviews the incoming payment is named as the trigger by the reviewer themselves.

13 Say the Rule They Broke Was Never Named

Our net flagged 18 reviews for missing reason language. We dropped five of them, because saying "they had no reason to do this" is the reviewer's judgment about whether the decision was fair, not a statement about what PayPal told them. 13 reviews describe being told a policy was violated without being told which one, or being given no explanation at all.

pay pal permanently banned my account and did not give me a reason why, just a blanket statement. I have been using this since 2015 to buy software from the internet. There is no reason given of how my account violated their service. booooooo.

For apparently no reason paypal limited my account permanently. And the support is not helpful at all, it always redirects me to read the users aggrement with an auto generated mail saying I've violated their policies while not stating which policy did I violate.

Poor transparency. I trying to close my account and have got stuck w/ a limitation in it. Not even the customer service knows which limitation is that.

The distinction matters because it decides whether an appeal is even possible. You cannot contest a finding you have not been shown.

21 of the 71 Had a New, Dormant, or Unused Account

This is the sub cluster that surprised us. Our keyword net returned 20, two of which were false positives, one matching a sentence about a ten year data retention period and one about a first withdrawal. Reading the full set added three more. The verified count is 21 of 71, or 29.6 percent: accounts that were brand new, had no transaction history, or had been sitting untouched for years when the limitation arrived.

as a student I made this account. i never used it. never linked a bank account. When i wanted to start freelancing I came back to find my account permanently limited. I submitted documents for review. And I get message you are banned after review. I understand first AI can be this stupid to ban me for inactivity.

If limitations were driven mostly by transaction behaviour, an account with no transactions would be the least likely to trip one. Almost a third of this set has no transactions to look at.

10 Describe an Automated Decision and No Human to Appeal To

Ten reviewers in the cluster name AI, a bot, an automated system, or an IVR phone tree as the thing standing between them and a person.

I've tried speaking to a real person in customer service because my account has been permanently limited since last night for some unknown reason, and the AI keeps telling me there are no real people available to speak to at the moment. I want to speak to a real person.

The Same Sequence in Eleven Languages

We also scanned 13 non US storefronts, which brought the merged corpus to 9,500 unique reviews, 4,694 of them negative and 1,843 substantial. We did not build a matched keyword list for each language, so these are not comparable percentages. They are evidence that the sequence is not a US phenomenon.

Counting Japanese from the timing section, that is eleven languages describing an account frozen or permanently limited with no reason the reviewer could get anyone to name.

What the Two Store Ratings Actually Tell You

PayPal sits at 4.24 on Google Play and 4.78 on the App Store. It would be easy to read that gap as a verdict on the Android build, and we are not going to make that claim from review text alone. Rating distributions differ between stores for reasons that have nothing to do with software, including how each store prompts for ratings and which markets each platform is strongest in.

What the Android histogram does say plainly is that the negative tail is heavy in absolute terms. 476,685 one star ratings is not a rounding error next to 2,650,675 five star ratings, and the 71 reviews above are one month of one country of that tail.

What We Cannot Tell You

We read complaints. We do not see the other side of any of these accounts, and every one of these limitations may have been correct. Fraud, sanctions screening, and money laundering rules are real, PayPal is legally obliged to act on some of them, and a company that explained every block in detail would be handing a manual to the people it is trying to stop.

Three specific things are outside what review text can establish:

  • whether a given limitation was justified
  • whether the reviewer left out something relevant about their own account
  • how many people are limited, restored, and never write a review at all, which is almost certainly the largest group

What we can establish is what the complaints consistently say, and the consistency is the finding: verification, then a lock, then no name for the rule, and often money on the wrong side of the wall.

If Your PayPal Account Is Limited Right Now

Nothing below is a guarantee, and none of it is legal advice. It is what the reviews suggest is worth doing before you spend a week arguing with a chat window.

Screenshot the limitation notice the moment you see it, including any case or reference number. Several reviewers describe the notice changing or becoming unreachable later. Check the Resolution Center for a named request rather than relying on the app's home screen, because reviewers repeatedly describe the two showing different states. If money is sitting in the balance, find out in writing whether it is held and for how long, since the reviews here name 120 days, 180 days, and six months, and the answer changes what you do next. If the only thing you can reach is an automated agent, ask explicitly for a human and keep the transcript. And if you are a freelancer or a seller, do not let a single account be the only route your income can take, because 11 of these 71 reviewers were artists, freelancers, or small sellers who lost their payment rail without notice.
